# ENFORCEMENT AGENT COMPLAINT LETTER
Date: 7 July 2031
Parties: Rina Patel and Northgate Enforcement Services Limited
## 1. Purpose and parties
Rina Patel complains about enforcement reference NE-88314 arising from a council tax liability said to be owed to Eastborough Council. An enforcement agent attended 4 Cedar Walk on 2 July 2031 at 6:40am, entered after a neighbour opened the communal door and demanded payment before showing clear authority.
## 2. Facts, scope and terms
Rina says the agent threatened to remove a child's laptop used for school, added an attendance fee she does not understand and refused to explain an affordable payment proposal. She does not deny that an account may exist; she asks Northgate to verify the debt, agent identity, stage, fees and conduct.
## 3. Process and responsibilities
She requests the body-worn video, attendance log, body-camera policy, notice and enforcement certificate, a detailed fee calculation and confirmation whether entry was lawful. Northgate should pause disputed removal, correct any inaccurate account and arrange a safe contact route. It must not seize exempt or third-party goods without lawful basis.
## 4. Evidence, records and safeguards
Rina encloses photographs, the visit card, school letter, bank records, neighbour statement and prior correspondence. She preserves door-camera footage and keeps a list of items owned by her sister. Northgate should retain original records, protect personal data and identify the named creditor and complaints manager.
## 5. Review, escalation and outcome
If the complaint is not resolved, Rina may complain to Eastborough as creditor and use the enforcement company's independent complaints or trade-body route where available. She may seek court advice about an unlawful entry or controlled-goods agreement and will check any local authority, tribunal or ombudsman route; no route automatically cancels the debt.
## 6. Reservations and practical protections
Rina will not obstruct a lawful visit, hide goods or sign a controlled-goods agreement under pressure. She asks for reasonable communication because of her hearing impairment. The complaint does not admit liability, waive a statutory fee challenge or promise that enforcement will stop while every issue is considered.
## 7. England and Wales law and completion
England and Wales enforcement law applies. The letter is dated 7 July 2031 and sent to Northgate's complaints email and registered office by post as separate permitted methods, with a copy to Eastborough Council. Rina signs and requests a written final response and escalation instructions.
