Subject: Formal complaint about repeated late-night noise at 16 Fernbank Mews
Dear Complaints Officer,
Please treat this as a formal complaint under your property-management complaints procedure. I am the tenant of Flat 12, 12 Fernbank Mews, under a tenancy that began on 1 September 2024. The complaint concerns recurring amplified music, shouting and furniture movement coming from Flat 16, which is managed by your company for its owner, Eleanor Pike. I ask that you investigate fairly rather than assume that the cause or legal classification has already been established.
Factual chronology
The disturbance first became regular in December 2026. My incident log records loud music and shouting on 7 January from 11.40 p.m. until 1.35 a.m., on 21 January from 10.55 p.m. until 2.10 a.m., on 4 February from 11.20 p.m. until 12.45 a.m., and on 2 March from 11.05 p.m. until 1.50 a.m. On each occasion I could hear lyrics and conversation through the bedroom wall with the windows closed. On 21 January, a glass fell from a shelf during repeated impact noise. No person in my household confronted the occupants, and I have not entered their property.
I reported the first incidents to your office by email on 9 January 2027 and supplied the incident log on 23 January. I telephoned again on 5 February and 3 March. Your housing officer, Callum Reed, replied on 8 February that an informal reminder had been sent, but I have not received a copy or a timetable for further investigation. Bristol City Council acknowledged my environmental-health enquiry under reference BCC-771204 on 6 March and asked me to continue recording events.
The disruption has affected sleep before my shifts at South West Rail Systems. I estimate that I have lost sleep on thirteen nights and paid GBP 86.40 for a replacement shelf and broken glass. I do not claim that this estimate proves a legal entitlement; it is provided so that the impact can be assessed.
Requested action
Within ten working days, please confirm the name of the investigating officer and the stages of your review. I ask you to:
- contact the occupants of Flat 16 and remind them of the tenancy's nuisance and quiet-enjoyment provisions;
- consider a proportionate inspection, sound assessment or other evidence-gathering step permitted by the tenancy and applicable law;
- coordinate, with appropriate consent and data protection safeguards, with Bristol City Council if its investigation is relevant;
- tell me how to report an incident outside office hours; and
- provide a written outcome and any action plan by 7 April 2027.
Please do not disclose my personal details to the other occupants beyond what is necessary and lawful. I am willing to provide my dated log, copies of emails, recordings that were made from inside my own flat, and photographs of the damaged shelf. I will preserve the original files and can explain when and how each was created.
Resolution and escalation
I would welcome a practical resolution, including agreed quiet hours, carpeting or other reasonable measures, provided they are lawful and effective. If the complaint is not resolved at this stage, please send the next internal review route and the name of the decision-maker. I may also contact the local authority, an ombudsman or another competent body if the applicable process allows. This letter reserves all rights and is not a finding that any person has committed an offence.
