# COUNCIL HOUSING COMPLAINT

Date: 27 August 2033

Parties: Noor Patel and Westbridge Council

## 1. Purpose and parties

Noor Patel, a secure tenant of Flat 14, 8 Willow Court, Westbridge, makes a stage-one complaint to Westbridge Council about persistent damp and mould in the bedroom and hallway. She first reported bubbling paint and a leaking window on 6 February 2033; the repair reference was WC-77104. A contractor attended on 20 February but the underlying leak was not fixed.

## 3. Process and responsibilities

Noor's eight-year-old son has asthma and her GP letter dated 9 August recommends avoiding the affected bedroom until assessed. The letter does not prove that the building caused his symptoms, but it makes the household's vulnerability relevant to prioritisation and reasonable communication. Noor asks for a safe temporary arrangement if inspection confirms an immediate hazard.

## 4. Evidence, records and safeguards

She requests a qualified inspection of the window, external wall, ventilation and any plumbing; moisture readings; a written schedule of works; and safe removal or treatment of mould. The Council should consider its current social-housing hazards and damp-and-mould duties, including the Awaab's Law requirements when applicable, rather than promise a fixed outcome before inspection.

## 5. Review, escalation and outcome

Noor asks for a written stage-one response under the Council's complaints policy, normally within its published timescale, explaining the findings, action owner, dates and compensation decision. She asks the Council to preserve repair logs and contractor photographs and to tell her how to request reasonable adjustments, an interpreter or an advocate if needed.

## 6. Reservations and practical protections

If the response does not resolve the matter, Noor will request stage-two escalation within the policy period and may later complain to the Housing Ombudsman after completing the landlord's process, subject to that service's rules. She will allow access on reasonable notice, report changes promptly and continue paying rent; the complaint is not a notice to withhold rent or a licence to arrange unauthorised works.
