# HMO LICENCE APPLICATION LETTER
Date: 2 June 2031
Parties: Cedar Lane Property Limited and Eastford Council
## 1. Purpose and parties
Cedar Lane Property Limited applies to Eastford Council for a mandatory HMO licence for 18 Victoria Terrace. The proposed HMO has five unrelated occupiers forming three households and shared kitchen and bathroom facilities. The applicant identifies itself as owner and proposed licence holder.
## 2. Facts, scope and terms
The application states the number and layout of bedrooms, floor area measurements, fire doors, alarms, emergency lighting, heating, waste arrangements and maximum intended occupancy. Cedar Lane asks the council to assess the property under its current licensing scheme and does not assume that an application permits occupation above any legal limit.
## 3. Process and responsibilities
The proposed manager, Imogen Wells, will complete inspections, repairs, gas and electrical safety coordination, tenant communication and incident records. Cedar Lane encloses scaled floor plans, ownership evidence, gas safety record, EICR, fire-risk assessment, management contact details and the fee, subject to council confirmation of current requirements.
## 4. Evidence, records and safeguards
The applicant will notify the council of material changes, cooperate with inspection, display or provide the licence as required and keep safety records. It will protect tenant personal data, maintain common parts and report serious hazards. The information is supplied honestly; missing documents are identified rather than invented.
## 5. Review, escalation and outcome
Eastford Council may request further evidence, consult relevant services, impose licence conditions, refuse or revoke a licence where the statutory test is not met, and give appeal information. Cedar Lane will not treat silence as a licence or advertise an unlicensed HMO as approved.
## 6. Reservations and practical protections
The company will review planning, selective or additional licensing, overcrowding, minimum room-size and management requirements separately. It reserves the right to amend the application after inspection but recognises that changes may require a fresh decision and that licensing does not remove repairing or tenancy duties.
## 7. England and Wales law and completion
England and Wales housing law applies. The application is signed on 2 June 2031 and submitted through Eastford's prescribed portal, with a copy by post to the licensing office as separate permitted delivery methods. The authorised director certifies the statements are accurate to the best of the company's knowledge.
