# ENFORCEMENT AGENT COMPLAINT LETTER（BAILIFF COMPLAINT）

## 1. 目的と当事者
Rina Patelは、Eastborough Councilにowedとされるcouncil tax liabilityから生じたenforcement reference NE-88314についてcomplainします。2 July 2031 6:40am、enforcement agentが4 Cedar Walkへ来て、neighbourがcommunal doorを開けた後にenterし、clear authorityを示す前にpaymentをdemandしました。
## 2. 事実、範囲および条件
agentはschool用child laptopをremoveするとthreatenし、理解できないattendance feeをaddし、affordable payment proposalをexplainしなかったと述べます。accountの存在をdenyせず、debt、agent identity、stage、fee、conductのverifyを求めます。
## 3. 手続と責任
body-worn video、attendance log、body-camera policy、notice、enforcement certificate、detailed fee calculation、entry lawfulかのconfirmationをrequestします。Northgateはdisputed removalをpauseし、inaccurate accountをcorrectし、safe contact routeをarrangeすべきです。lawful basisなしにexempt・third-party goodをseizeしません。
## 4. 証拠、記録および保護措置
photograph、visit card、school letter、bank record、neighbour statement、prior correspondenceをencloseします。door-camera footageをpreserveし、sister所有item listをkeepします。original recordをretainし、personal dataをprotectし、named creditorとcomplaints managerをidentifyします。
## 5. review、escalationおよびoutcome
resolveしなければ、RinaはEastboroughをcreditorとしてcomplainし、availableならenforcement companyのindependent complaint・trade-body routeを使えます。unlawful entry・controlled-goods agreementについてcourt adviceを求め、local authority、tribunal、ombudsman routeをcheckしますが、どのrouteもdebtをautomaticにcancelしません。
## 6. 留保と実務上の保護
lawful visitをobstructせず、goodsをhideせず、pressure下でcontrolled-goods agreementにsignしません。hearing impairmentのためreasonable communicationをrequestします。本complaintはliabilityやstatutory fee challengeをwaiveせず、全issue review中のenforcement停止をpromiseしません。
## 7. England and Walesの法と完了
England and Wales enforcement lawを適用します。7 July 2031、Northgate complaints emailとregistered officeへのpostを別個のpermitted methodとして送り、Eastborough Councilへcopyします。Rinaがsignし、written final responseとescalation instructionを求めます。
