# ENERGY PERFORMANCE CERTIFICATE COMPLAINT LETTER（EPC COMPLAINT）

## 1. 目的と当事者
Nora Williamsは、GreenMark Energy Assessmentsが14 May 2031にissueした6 Larch RoadのEPC certificate number 9472-1188-5566についてcomplainします。ratingはFでelectric heating・no loft insulationとrecordされていますが、propertyにはgas central heatingとdocumented insulationがあります。
## 2. 事実、範囲および条件
NoraはlistingのC rating representationにrelyしてpurchaseし、proposed lettingのためreliable certificateを必要とします。単にscoreをchangeするよう求めません。assessorのinspection、measurement、photograph、software input、approved methodologyとのevidenceをreviewするよう求めます。
## 3. 手続と責任
accredited domestic energy assessorによるsite reinspection、evidenceがsupportすればcertificate correctionまたはwithdrawal、rating不変ならwritten explanationをrequestします。GreenMarkはformal assessor complaint方法とaccreditation body's complaints routeをtellすべきです。
## 4. 証拠、記録および保護措置
EPC、Land Registry plan、boiler service record、installer certificate、insulation invoice、photograph、sales particularsをencloseします。assessment fileをpreserveし、historyをoverwriteせずproper processでEPC registerをcorrectし、addressとcontact dataをprotectします。
## 5. review、escalationおよびoutcome
assessorがresolveしなければ、accreditation schemeのredress processを使い、suspected inaccurate domestic EPC workをrelevant governmentまたはlocal-authority enforcement routeへreportできます。EPC complaint自体はnegligence、misrepresentation、rentability、compensationをdecideしないと理解します。
## 6. 留保と実務上の保護
Noraはreasonable accessをallowし、original documentを保持し、preferred ratingをmanufactureするためduplicate certificateをcommissionしません。evidenceがないのにfraudをallegeせず、responsible sellerまたはprofessionalへのrightをreserveします。lettingはapplicable MEESを別にconsiderします。
## 7. England and Walesの法と完了
England and Wales lawを適用します。29 May 2031、complaints@greenmark.exampleへのemailとassessor registered officeへのpostを別個のpermitted methodとして送ります。Noraはsignし、case reference、response timetable、escalation routeを求めます。
