## 1. 目的と当事者
Westshire Police Central Ticket Office宛て。vehicle BX19 DCLのregistered keeperです。NIP-55118は2030年5月24日、WorcesterのBroad Street、30 mph limitで36 mphとallegeします。section 172 driver-identification responseは別に期限内にreturnし、本letterはproposed fixed penaltyを扱います。
## 2. 事実、範囲および条件
noticeはalleged offenceから20日後の6月13日に届きました。section 1 Road Traffic Offenders Act 1988とstatutory exceptionを前提に、registered keeperへのfirst noticeとservice recordをcheckしてください。30 mph signはfoliageで一部隠れ、dated photoとdashcamをencloseします。

calibration・device record、photo、location plan、speed-limit order、lawful signage evidenceをrequestします。imageはsimilar vehicleを示すようですがdriverをidentifyしません。false nominationはせず、prosecutionならcourtがadmissibilityとguiltを判断します。
## 4. evidence、recordおよびsafeguard
speed-awareness courseがavailableか、reviewのためfixed penaltyをwithdrawできるかconfirmしてください。fixed penalty acceptanceはordinary appealではないと理解します。通常はofferをdeclineし、summonsまたはSingle Justice Procedure Noticeにrespondしてchallengeし、costとpenalty consequenceがあり得ます。
## 5. review、escalationおよびoutcome
convictedの場合、legal relevantならmitigationをcourtに求めますが、clean licenceとemployment impactだけでは自動的にdefenceになりません。delivery driverとして6 pointsはroleをthreatしますが、exceptional hardshipはproceedingでevidenceとstatutory testが必要な場合にだけassertします。
## 6. 留保と実務上のprotection
本letterはspeedingをadmitせず、lawful s.172 responseを超えるdriver identifyもせず、mandatory procedureをignoreするよう求めません。court directionに従いadviceを得ます。このrouteはcouncil PCNまたはprivate parking chargeのcontestとは異なります。
