# POLICE COMPLAINT AND IOPC REFERRAL LETTER（POLICE COMPLAINT）

## 1. 目的と当事者
Westshire Police Professional Standards Department宛て。7 Canal View, Worcester WR2 4LAのOwen Hughesです。2030年4月4日19:20頃、Worcester High Streetで行われたstop and search（incident WS-2044、collar number 731・814のofficer）についてcomplaintします。
## 2. 事実、範囲および条件
officerは私をstopし、PACE section 1に基づくcoat search前にreasonable groundを説明せず、name、station、objectを理解できる形で示しませんでした。約14分handcuffされ、arrest・chargeなしにreleaseされ、search recordを受け取りませんでした。
## 3. processと責任
search中、one officerがracialised insultを使い、second officerはinterveneしませんでした。wristにbruiseがありWorcester Royal Hospitalを受診しました。bus stopからAmira Khanが見ていました。証明できない事実はassertせず、potential misconduct・discriminatory conductとしてrecordしてください。
## 4. evidence、recordおよびsafeguard
body-worn video、radio transmission、custody・search record、nearby CCTV、duty rosterをpreserveしてください。photo、hospital note、witness contact consent、contemporaneous timelineをencloseします。personal data handlingを説明し、必要ならreasonable communication adjustmentを提供してください。
## 5. review、escalationおよびoutcome
complaintをacknowledgeし、investigating routeとimpartial updateを示してください。local resolutionが適切なら理由とcommentの機会をください。wrongdoingがestablishされた場合のapology、lawful search practice review、disciplinary outcomeのinformationを求めますが、predetermined sanctionは求めません。
## 6. 留保と実務上のprotection
complaintはforceがhandleするか、Independent Office for Police Conductへreferされ得ると理解します。serious incidentではIOPC considerationが必要なことがあります。本complaintはcivil claim・criminal reportを置換せず、limitationをwaiveせず、全officer actionがunlawfulとallegeしません。
