# NOISE NUISANCE COMPLAINT LETTER

Parties: Hannah Cole and Vale of Severn Council
## 1. Purpose and parties
I am Hannah Cole of 12 Cedar Mews, Guildford GU2 8RA. I ask the council's Environmental Health team to investigate persistent amplified bass and late-night deliveries from the commercial unit at 10 Market Street, next to my home.
## 2. Facts, scope and terms
The incidents include 4 January 23:15–00:40, 5 January 22:50–01:05 and 6 January 23:30–00:20. The bass was audible in the bedroom with windows closed and interrupted sleep. A contemporaneous log records times, duration, weather, description and whether I contacted the operator.
## 3. Process and responsibilities
I sent a polite written request to the operator on 20 December and spoke to the manager on 2 January. The noise continued. I am not asking the council to treat one unpleasant event as proof; I ask for an evidence-led assessment of frequency, duration, character and neighbourhood context.
## 4. Evidence, records and safeguards
Please acknowledge the complaint, explain the investigation process and consider an officer visit, monitoring equipment and contact with the operator. I can provide recordings, the log, witness details and access by appointment, while recognising that recordings alone may not establish a statutory nuisance.
## 5. Review, escalation and outcome
If the council considers the matter a statutory nuisance under Part III of the Environmental Protection Act 1990, I ask it to consider an abatement notice. I understand the council must exercise its statutory judgement and that a notice may be appealed. I will avoid confrontation and use emergency services only for an immediate danger.
## 6. Reservations and practical protections
Please protect personal data, give me a case reference and explain any review or complaint route. I reserve private nuisance and other rights but do not make a legal finding in this letter. The operator may respond with its own evidence and proposed controls.
## 7. England and Wales law and completion
England and Wales law applies. This complaint is sent by email and post as separate permitted methods on 7 January 2031. Hannah Cole signs and asks the council to confirm receipt.
