# PRIVATE PARKING CHARGE APPEAL

## 1. Purpose and parties
I, Marcus Bell of 9 Orchard View, Coventry CV3 5HD, appeal Parking Charge Notice PS-44182 issued by ParkSure Enforcement Ltd for vehicle KD14 LXM at Riverside Retail Park on 11 March 2034. I am the registered keeper, but I was not driving and do not identify the driver in this appeal.
## 2. Facts, scope and terms
The notice alleges that the vehicle remained for 86 minutes without a valid payment. The entry and exit images show 10:04 and 11:30, but the vehicle was queuing to enter and leave and was stopped in the pay area for about 62 minutes. I paid £2.50 at 10:12 using the PayPark app, whose receipt and bank statement identify the registration.
## 3. Process and responsibilities
The entrance sign visible from the approach did not clearly state the £100 charge or the payment terms in readable text. The payment-machine sign was partly obscured by a temporary construction board. I ask ParkSure to provide dated photographs of every sign, the landowner authority and the unredacted machine and app audit trail.
## 4. Evidence, records and safeguards
The notice was posted on 18 March, seven days after the alleged event. Please explain whether it was a notice to driver followed by a notice to keeper, or a postal notice intended to engage the Protection of Freedoms Act 2012 schedule 4. I do not admit keeper liability, and any statutory conditions must be proved rather than assumed.
## 5. Review, escalation and outcome
The alleged tariff was £2.50, which was paid before the vehicle left. If ParkSure says the payment failed, please identify the technical failure and explain why the app accepted the transaction. A £100 demand, later discounted to £60, is disputed; I do not accept that it reflects a genuine contractual liability or that a discount validates the original demand.
## 6. Reservations and practical protections
Please cancel the notice within 28 days or supply a verification code and full appeal information for the relevant independent appeals service. I ask you to pause collection activity while this appeal is considered, preserve ANPR and payment data, and communicate only about this notice. I reserve all rights, including a challenge to authority, signage, evidence and quantum.
