# PROPERTY MANAGEMENT AUTHORITY LETTER

Date: 29 March 2032

Parties: Eleanor Price and Marcus Bell

## 1. Purpose and parties

Eleanor Price, owner of Flat 5, 22 Copper Street, Cardiff CF10 2AE, authorises Marcus Bell of 7 Llandaff Road, Cardiff CF5 2AA to manage that flat from 1 April 2032. The authority continues until 31 March 2034 unless revoked earlier in writing. It is an agency instruction for property administration only and does not grant Marcus a power of attorney.

## 2. Facts, scope and terms

Marcus may communicate with the tenant, Priya Desai, on Eleanor's approved tenancy terms, collect and receipt the monthly rent of £1,325, arrange inspections on reasonable notice, hold one set of keys securely and report complaints or repair risks. He may contact Cardiff Council, the water, electricity and gas suppliers, the insurer and the freeholder about the flat, but must identify himself as Eleanor's authorised agent.

## 3. Process and responsibilities

He may instruct ordinary repairs up to £750 for each incident without further consent and emergency works up to £2,000 where delay would risk people, the flat or essential services. He must obtain Eleanor's approval before spending more, changing a supplier, settling a claim, renewing a tenancy, increasing rent or appointing a related contractor. No commission, cash payment or personal use of the property is permitted.

## 4. Evidence, records and safeguards

Marcus will keep rent in a client account until remitting it to Eleanor's nominated account by the fifth working day of each month. His monthly report will show rent received, arrears, repairs, invoices, inspection dates, deposit information and any safeguarding or compliance concern. Eleanor will reimburse properly evidenced expenditure within seven days and will maintain the buildings and landlord obligations that cannot lawfully be delegated.

## 5. Review, escalation and outcome

The agent will protect personal data, store keys and documents securely, use contractors with suitable insurance, and immediately report suspected gas danger, fire, unlawful entry or serious disrepair. He may serve routine inspection or rent correspondence approved by Eleanor, but may not sign a new lease, surrender, deed, charge, sale contract or settlement, commence proceedings, grant a subletting consent or make a representation that binds Eleanor beyond this authority.

## 6. Reservations and practical protections

Eleanor may inspect the records on 48 hours' notice and may revoke this authority by email followed by signed post. On expiry or revocation Marcus must stop holding himself out as agent, return keys and documents within five working days, transfer cleared funds and provide a final account within 10 working days. Disputes will first be discussed in a meeting within 14 days of written notice.

## 7. England and Wales law and completion

This completed fictional authority letter is dated 29 March 2032 and is governed by the law of England and Wales. It records no transfer of ownership and no guarantee of rent or tenant performance. Eleanor and Marcus sign two counterparts, each retaining one, together with the tenancy, bank instructions, contractor insurance evidence and the agreed inspection checklist.
