The refusal letter says Hannah was 14th in the final distance tie-break and that 180 places were offered. The council's published policy gives priority to looked-after children, siblings, exceptional medical need, and then distance measured by its stated GIS method. Hannah has no sibling at Oakfield, but her consultant's letter explains a diagnosed mobility condition requiring the school's accessible medical suite.
## 3. Process and responsibilities
The application included the consultant letter on 22 April, yet the refusal does not say whether exceptional medical need was considered. The suite at Oakfield is 1.1 miles from our home; the offered alternative is 6.8 miles away and has no equivalent facility. I ask the panel to consider the published criterion rather than substitute a general preference.

Hannah's condition requires a supervised rest area and prompt access to physiotherapy equipment during the school day. Her current primary school confirms that she can manage mainstream education with those reasonable adjustments. I enclose the medical evidence, attendance record and travel assessment; I do not ask the panel to decide a clinical question beyond the documents.
## 5. Review, escalation and outcome
I understand the school may argue that admitting another pupil would prejudice efficient education or the use of resources. The appeal should therefore address Oakfield's published admission number, the actual year-group roll, available capacity and the school's specific evidence, and balance any proven prejudice against the strength of Hannah's case. I do not suggest that distance alone guarantees a place.
