Important legal-advice, jurisdiction and formality warning
This fictional letter is a worked example, not legal advice and not a universally valid secondment agreement or guarantee of a particular role. It is written for an arrangement between two organisations operating in England and Wales. The employer, host and employee must check the existing contract, collective arrangements, consent and variation requirements, tax and National Insurance treatment, immigration and right-to-work status, insurance, health and safety, confidentiality, data protection and intellectual-property ownership. A secondment can create practical obligations for more than one organisation, but it does not automatically transfer employment. Obtain current advice and complete the required signature and host-approval formalities before the arrangement starts.

Dear Amelia,
Following our discussions with you and with West Riding Transport Authority, we are pleased to offer you a temporary secondment to the Authority's Rail Integration Programme. The offer is subject to the terms below and to written acceptance by you and approval by the host's Head of Rail Delivery. It is intended to record a temporary variation to your existing employment arrangements, not to end your employment with Brackenwell.
1. Host role and purpose
The secondment role is Programme Integration Lead with West Riding Transport Authority, 2 Civic Exchange, Leeds LS2 7DL. You will coordinate the timetable, engineering and passenger-information workstreams for the Kirkstall Junction accessibility project. Your duties will include maintaining the integrated risk register, chairing the fortnightly delivery meeting, preparing monthly reports for the programme board and coordinating responses to the independent safety assessor. The host role is a management and coordination role; it does not give you authority to award a contract, approve expenditure or make a safety decision outside a written delegation.
Your host manager will be Julian Mark Ellison, Head of Rail Delivery. Your Brackenwell manager will remain Miriam Celeste Rowe, Partner and Head of Infrastructure Advisory. Julian will direct your day-to-day host work and assess delivery against the agreed objectives. Miriam will remain responsible for your employment, pay, formal performance process, leave approval in consultation with the host, and any disciplinary or grievance decision.
The secondment is offered from 1 February 2027 to 31 January 2028, inclusive. It will end automatically on 31 January 2028 unless all three parties agree a written extension before 15 December 2027. No extension is promised. A review meeting will take place on 30 June 2027 and a final review on 1 December 2027.
2. Pay, benefits and expenses
Brackenwell will continue to employ you and pay your annual salary of £58,400 gross, in eleven monthly payments of £4,866.67 and a final adjusted monthly payment of £4,866.63, subject to normal tax and deductions. The eleven payments total £53,533.37 and the final payment brings the annual total to exactly £58,400.00. Your current annual leave entitlement of 28 days plus public holidays, pension membership, private medical cover and life assurance will continue under the existing employment terms. The secondment does not create an entitlement to the Authority's pay scale, bonus scheme or pension.
West Riding Transport Authority will reimburse Brackenwell for the agreed employment cost at 110 per cent of salary and employer on-costs, but that recharge is a matter between the organisations and does not alter your salary. You will receive no secondment allowance. Brackenwell will reimburse reasonable, pre-approved travel and subsistence incurred for the host role under its expenses policy. A standard return journey from your Leeds home to the Authority's office will not be treated as a reimbursable business journey. The host will provide a laptop, security pass and rail-project systems access; Brackenwell will retain ownership of its equipment.
3. Working arrangements and standards
Your normal hours remain 37.5 per week, usually Monday to Friday between 8:00 a.m. and 6:00 p.m. with a one-hour unpaid break. You will work at the Authority's office on Tuesdays and Thursdays, at the Brackenwell office on Wednesdays, and remotely on Mondays and Fridays unless the programme requires a different arrangement. Any material change must be agreed by Miriam and Julian. You must record hours, rest breaks, leave and expenses in Brackenwell's systems and comply with the Working Time Regulations and both organisations' health and safety requirements.
You must comply with the Authority's lawful policies on security, information governance, equality, safeguarding, conflicts, gifts and hospitality, acceptable use and site safety. You must complete the Authority's induction by 5 February 2027 and the rail safety and information-security courses by 19 February 2027. You must disclose any actual or potential conflict, including a personal interest in a supplier, to both managers promptly.
4. Confidentiality, data and intellectual property
During the secondment you may access passenger, contractor, procurement and infrastructure information. You must use it only for authorised work, keep it secure, follow the host's access controls, and report a suspected incident immediately to the Authority's Security Operations Desk and to Brackenwell. You must not copy host data to personal storage or discuss restricted information outside authorised channels. The existing confidentiality duties in your employment contract continue, and the host may require its own confidentiality undertaking before access is granted.
Documents, analyses, reports, drawings and other work created in the course of the secondment will be owned and used as agreed between Brackenwell and the Authority under their professional-services agreement dated 12 December 2026. You will sign documents reasonably required to confirm that ownership and will retain no confidential copy after the secondment except where law or an agreed work record requires it.
5. Leave, absence and early return
Request annual leave through Julian at least ten working days in advance and copy Miriam. The host must not approve leave that conflicts with a critical programme milestone without discussing it with Brackenwell. Report sickness to Julian and Miriam by 9:00 a.m. on the first day and follow the existing absence procedure. Occupational-health, reasonable-adjustment and family-leave arrangements remain Brackenwell responsibilities, with information shared only as necessary and lawful.
Brackenwell may end the secondment early on four weeks' written notice where there is a material business need, host funding ends, the project closes, your employment ends, a required clearance or right to work is lost, or there is a serious conduct, safety or confidentiality concern. The Authority may request an early end on four weeks' notice, or immediately where continued access would create a serious safety, security or legal risk. The parties will discuss a fair handover. Early return does not by itself change your salary or substantive employment rights.
At the end of the secondment you will return to your substantive role of Senior Project Analyst, reporting to Miriam, on the salary and terms then applicable to that role. The parties may agree a different permanent role through a separate written process. You must return the Authority's equipment, pass, records and data on or before the last day and complete a handover meeting.
